On June 5, Zhang Xiguo, the Party Committee Secretary and Chairman of the Company, conducted an in-depth survey at Fuels-II and Offsites Business Teams, guiding primary-level efforts to thoroughly implement the Eight-Point Decision of the CPC Central Committee on Improving Party Conduct. He emphasized the need to deeply study, comprehend, and practice General Secretary Xi Jinping's important expositions on the Party's work style, closely integrating it with the implementation of Xi's significant speeches during his inspection in Fujian. By fine-tuning work style, fostering synergy, and promoting development through learning and education, we must effectively translate the learning outcomes into tangible results that drive the Company's high-quality development.
Zhang Xiguo first visited the Central Control Room of the old plant area, engaging in cordial exchanges with frontline employees from the Fuels-II and Offsites Business Teams. He gained a detailed understanding of the progress in learning and education programs, measures to reduce burdens and empower primary-level organizations, as well as the advancement of the "I Do Practical Things for the Masses" project. He also attentively listened to employees' opinions and suggestions on key tasks such as ensuring safe and stable operations and continuously improving quality and profitability. He pointed out that the production frontline serves as the "nerve endings" for the Company's Party Committee to connect with and serve the masses. Seizing this learning and education program as an opportunity, efforts should be made to persistently improve work styles, strengthen ties with the masses, and enhance service efficiency, wholeheartedly addressing employees' difficulties and delivering practical benefits to them to continuously boost their sense of fulfillment, happiness, and security.
At the Shift Handover Room of Fuels-II Business Team, Zhang Xiguo listened to the Party branch's report on the learning and educational program and carefully noted suggestions from shift team leads and employees regarding optimizing safe operations, improving thermal efficiency, reducing energy consumption, refining planned maintenance, and optimizing training modes.
Zhang Xiguo emphasized the following requirements: First, focus on the themes and strive for tangible results. It is essential to accurately grasp the core essence of the learning and education program, integrating learning, inspection, and rectification as a unified process. Take tough actions to crack hard nuts , strictly avoid formalism, and ensure that the outcomes of the program are tangible and perceptible to employees.
Second, empower and reduce burdens to better serve the frontline. Focus on rectifying prominent issues of formalism and continue to alleviate unnecessary burdens on primary-level organizations. Strengthen empowerment through technology and functionality, shift the focus of management downward, channel resources downward, and tilt supports downward, enabling primary-level cadres to concentrate on implementation, development planning, livelihood protection, and practical work.
Third, integrate learning with application to drive development. Adhere to applying knowledge in practice and using learning to drive actions. Transform the outcomes of the learning and education program into strategies for planning work and measures to tackle challenges. Particular emphasis should be placed on thoroughly studying and implementing the important directives of General Secretary Xi Jinping during his inspection in Fujian, on the core tasks of ensuring safe and stable production while continuously improving quality and profitability. Zhang Xiguo, in light of the current production situation, emphasized: First, it is essential to consolidate the foundation of safety and environmental protection. To this end, we should seize the opportunity arising after the TA, uphold red lines and bottom lines, ensure the safe and stable operation of units and strengthen the reliability for the new operation cycle.
Second, we need to thoroughly tap into potential of existing measures and optimize the development of new measures. To this end, we need to develop new measures based on existing resources, deeply explore market potential, adjust structures and uncover opportunities in alignment with market demands, fully advance the optimization and improvement of production and operations, with key focus on cost savings, profitability enhancement, and risk prevention.
Third, we need to foster fine work styles and provide better guarantees for the workforce. To this end, we need to cultivate talents and build strong teams with a rigorous and pragmatic work style. We need to focus on key tasks to demonstrate our sense of responsibility and accomplishments, creating a dynamic environment for entrepreneurship. During the survey, Zhang Xiguo also visited the loading station of Offsites BT to inspect the loading operations of liquid and gas products such as gasoline and diesel on-site. He listened to the opinions and suggestions from frontline employees, contractors, and truck drivers regarding safety production and window services, and raised issues and recommendations concerning on-site loading facilities and management processes. He instructed the BT to ensure robust safety and stable production while solidly advancing the learning and education program. Efforts should be made to continuously optimize the quality of external window services, strengthen professional talent training, and fully leverage the role of windows like loading stations in serving the market and supporting the Company's high-quality development.
