On June 30, the Company's Party Committee convened a commendation conference to celebrate the 104th anniversary of the Party's founding and honor "Outstanding Party Members, Outstanding Party Workers, and Advanced Primary-level Party Organizations". The event reviewed the Party's glorious journey, commended exemplary individuals and groups to boost morale, and mobilized all Party members, cadres, and employees to strengthen their resolve, leverage the advantages of Party building, overcome challenges with courage, and strive to achieve the full-year targets and tasks.

Zhang Xiguo, Secretary of the Party Committee and Chairman of the Company, attended the conference and delivered a special Party lecture. Zhao Tianxing, General Manager and Deputy Secretary of the Party Committee, presided over the conference. Present at the conference were Lai Shuiming, Hong Xiaojiang, Yang Fei, Ding Hongbo, and Liu Jiangwen, members of the Company's leadership team available, as well as Huang Jinping, a leader from Gulei Petrochemical Company. Attendees included secretaries of primary-level general Party branches and Party branches, representatives of the "Outstanding Party Members, Outstanding Party Workers, and Advanced Primary-level Party Organizations", and newly admitted Party members.

The meeting set up a main venue at the Fulian Building and a video sub-venue at Gulei Petrochemical Company.

Zhang Xiguo delivered a thematic Party lecture. He pointed that the need to deeply understand and recognize the eight-point decision of the CPC Central Committee on improving Party and government conduct. The eight-point decision of the CPC Central Committee on improving Party and government conduct and their underlying spirit form an inseparable whole, jointly serving the strategic goal of exercising full and rigorous Party self-governance. With the fundamental aim of preserving the Party's advanced nature and integrity, they together construct an integrated system for improving Party and government conduct. Starting from the Party's self-revolution, General Secretary Xi Jinping and the CPC Central Committee formulated and enforced the eight-point decision of the CPC Central Committee on improving Party and government conduct, aiming to first establish rules to build credibility, lead by example through a top-down approach, and resolutely curb unhealthy tendencies to cultivate fine practices into customs, thus achieving breakthroughs that invigorated the entire system. Carrying out the education program on in-depth implementation of the guiding principles laid out in the eight-point decision of the CPC Central Committee on improving Party and government conduct is part of the efforts to continue and deepen previous centralized education campaigns. It aims to further consolidate and deepen the achievements of thematic education and Party discipline education, strengthen the ties between the Party and the masses as well as between officials and the people, consolidate the Party's governance foundation, and better advance Chinese modernization.

Efforts must be sustained to deepen and solidify the education campaign. To this end, persistent efforts should be made to achieve thorough understanding and comprehension. This includes organizing reading sessions, conducting "Party branch general meetings, meetings of Party branch committees, Party group meetings and Party lectures" , carrying out in-depth study and discussions, and arranging for leading Party-member officials to deliver thematic Party lectures, all aimed at thoroughly studying and implementing General Secretary Xi Jinping's important expositions on improving Party conduct and the guiding principles laid out in the eight-point decision of the CPC Central Committee on improving Party and government conduct and its implementation rules. Precise efforts should be directed toward thorough investigation and meticulous reflection. A comprehensive and in-depth identification of problems must be continuously pursued, with particular attention to earnestly implementing higher-level requirements on cracking down on improper dining practices. This involves conducting serious self-examination and problem identification in light of the Group Company's Nine Prohibitions on Improper Dining and typical cases. Targeted focus should be placed on making genuine rectifications and taking practical actions. With emphasis placed on delivering results, specific rectification measures should be refined, responsibilities should be clearly assigned, deadlines should be set, and issues should be tracked until resolved, effectively transforming the "problem list" into a "result list".

Efforts must be sustained to implement key tasks with a robust work style. To this end, we must prioritize safety and stability with a sense of responsibility to never rest assured at any time, solidly advance the Action to Tackle the Root Causes and Challenges on Production Safety, and enforce safety accountability at all levels. We must strengthen the "Three Basics" work, enhance process safety risk management, and improve foundational management in areas such as process, equipment, and labor discipline. We must increase rounds inspection intensity for critical units and locations to ensure stable and safe operations. We must enhance training effectiveness, work harder to study and internalize contingency plans, conduct emergency drills, and improve the overall skills of employees. We must drive cost reduction and benefits increase with a "restless" sense of urgency, strengthen market analysis, tighten control over crude oil (feedstock) costs, more rigorously manage “Five External Expenditure Items” (external procurement/purchasing, external coordination/collaboration, outsourcing, external entrustment/commission, external leasing) and aggressively cut costs and reduce fees. We must effectively advance quality and profitability enhancement projects, closely align with customer needs, strengthen market development, and drive profitability enhancement based on product performance improvement. With a sense of urgency that "one cannot afford to slow down," we must rigorously implement rectifications based on feedback from the Group Company's supervision and survey team, and advance key projects. FREP should accelerate the renewal and revamp of outdated units, promote the "oil-to-chemicals" initiative, while Gulei Petrochemical must expedite the implementation of the "three-step" strategy. For the Gulei Phase II project, efforts must be intensified to optimize the overall process flow and prepare thoroughly for the preliminary overall design review.

Zhang Xiguo emphasized the need to strengthen the leading and safeguarding role of Party building by carrying out the Party-building-themed activities of "ensuring safety, increasing profitability, and driving development", and deepening the construction of the distinctive Party-building platform featuring "Four Beams and Eight Pillars". We must fulfill the requirements of the "Improvement Action to Build 100 Primary Level Party Committee Demonstration Sites and 1,000 Primary Level Party Branch Demonstration Sites" by establishing demonstration sites for primary-level Party branches. We must also leverage programs such as the "Petrochemical Spring Breeze" lectures and "Face-to-Face Discussions on the Situation" to enhance education on current tasks and challenges.

Zhao Tianxing outlined the following requirements for implementing the guiding principles laid out on the conference: 

We must conscientiously study, comprehend, thoroughly implement the guiding principles laid out on the conference, and align thoughts and actions to implementing them. We must carry out educational activities with solid steps, consciously temper Party awareness and improve work style through integrated efforts in learning, reviewing, and rectifying. We must make unremitting and solid steps to ensure we deliver in HSE, quality and profitability improvement, project construction, and other tasks, advancing with a more vigorous spirit to fully accomplish the full-year targets and tasks.

At the conference, new Party members took their admission oaths, while attending Party members collectively revisited the oath.

The conference announced the list of "Outstanding Party Members, Outstanding Party Workers, and Advanced Primary-level Party Organizations" commended by the Leading Party Group of the Group Company. The Party Committee honored 73 "Outstanding Communist Party Members," 16 "Outstanding Party Workers," and 14 "Advanced Primary-level Party Organizations." (Xuan Wen)
