From May 20 to 22, Zhao Dong, Deputy Secretary of the Leading Party Group and General Manager of China Petrochemical Corporation, paid a supervisory survey tour to FPCL. He gained an in-depth understanding of operational optimization, reform and management, transformation and development, as well as joint venture cooperation, while extending greetings and encouragement to frontline cadres and employees. Zhao emphasized the need to thoroughly study and implement the important directives made by General Secretary Xi Jinping during his inspection in Fujian, earnestly implement the arrangements outlined in the Corporation’s work conference, remain confident, proactively take responsibilities, and rigorously implement measures to go all out to win the battle for quality and profitability improvement to contribute to the Group's achievement of annual targets and tasks, while injecting new momentum into expanding high-level opening-up.

Zhao Dong visited Gulei Petrochemical and FREP, subsidiaries of FPCL, for on-site survey. He engaged in interactive exchanges with their management, listened to opinions and suggestions, extended greetings to cadres and employees on the production frontlines, conducted safety and environmental supervision, and organized professional teams to conduct benchmarking analysis with corresponding business lines. Together with joint venture partners, he discussed and formulated optimization and improvement measures.

Zhao Dong emphasized that FPCL is a pillar refining and chemical enterprise of the China Petrochemical Corporation in South China, while FREP and Gulei Petrochemical are exemplary models of joint venture cooperation.

It is essential to maintain a clear understanding of the situation and remain steadfast in confidence and determination. To this end, we must effectively enhance the sense of responsibility and urgency, proactively promote the spirit of striving to win, and with a strong desire to transform the Company's outlook, go all out to tackle challenges and create benefits, making due contributions to achieving the annual profit targets. It is imperative to implement optimization and enhancement measures effectively and achieve tangible results. In operational optimization, we must focus on improving operational quality and strengthening systemic synergy, going all out to ensure the stable and safe operation of units, systematically enhancing synergy derived from regional integration, and proactively exploring markets to capture benefits by leveraging the strengths of the frontline organizations. In cost control, we must adopt an inward-looking approach to systematically uncover potential and improve profitability, pooling resources to reduce raw material costs and concentrating efforts on key projects. In transformation and development, we must elevate industrial capabilities and expand development space by focusing on top-level design and adopting problem-oriented approaches. In workforce optimization, we must effectively mobilize systemic resources and reduce labor costs by making best use of internal human resources in an integrated approach. In deepening reforms, we must implement fundamental measures and solidify accountability for creating benefits by refining the new operational responsibility system and strictly enforcing rigorous assessment measures. We must strengthen and improve Party building in joint ventures, forge a powerful synergy for overcoming challenges and creating benefits, and make solid steps to carry out education programs on thoroughly implementing the guiding principles of the eight-point decision of the CPC Central Committee on improving Party conduct, providing strong disciplinary and work-style guarantees for tackling difficulties and creating benefits.

During his stay, Zhao Dong also visited the Sino-Saudi Gulei Ethylene Project in Zhangzhou Gulei Petrochemical Industrial Park and the site of the Fujian Fuhaichuang Petrochemical Co., Ltd. to gain a detailed understanding of the industrial chain layout and project construction. He went to Jinjiang City to visit chemical clients such as Anta Sports Products Group and Fujian Foody New Materials Co., Ltd., holding discussions with their leaders and management teams on product R&D, technical cooperation, and market expansion.
